Philippe Vannier, a French Navy officer and an adventurer who went into the service of Nguyễn Ánh, the future emperor Gia Long of Vietnam. Philippe Vannier entered the service of Nguyễn Ánh in 1789, and in 1800, he was commander of the Phoenix (Phuong-Phi), the largest ship of Nguyễn Ánh's navy. His name is put for one of the oldest street in Saigon, running from the Rond-point (today known as Me Linh Square) to Rue d’Adran (modern Ho Tung Mau street).
